إن فكرة الحد الدولي بمدلولها الحالي لم تظهر مرة واحدة بل مرت بعدة مراحل زمنية حتى اتخذ الحد الدولي كفاصل يفصل من سيادة كل دولة وأخرى مفهومه المتعارف عليه حاليًا، وقد ترتب على التحول للحدود الفاصلة، أن فكرة الدولة أصبحت وحدة إقليمية تستند إلى سلطة الأمة (الشعب) وبعد أن كانت تستند إلى سلطة الفرد وتتيح عن إستكمال عنصار الدولة الثلاثة إستقلال كل دولة بإعتبارها وحدة قائمة بذاتها وأصبح الإرتباط بين الدوة والإقليم إرتباطًا حتميًا لغرض ممارسة سيادتها على هذا الإقليم لمنع الإحتكاك والتصادم بين سيادتها وسيادة دول أخرى، لغرض تحديد ما يمكن أن تمارسه الدولة من سيادة لهذه أقتضى أن يكون لهذا الإقليم محددًا فأصبحت الدولة تضم أجزاء متماسكة.
ولذا بدأت ظاهرة منازعات الحدود الدولية وأصبحت من أعقد المشاكل لأنها تتعلق بسيادة الدول وخاصة المتجاورة وذلك لإهتلاف على الحدود أو عدم تحديدها أو المطامع على الموارد الطبيعية، وهذه المنازعات كان لابد من وجود وسيلة لتسويتها سواء عن طريق التحكيم او الوسائل الدبلوماسية، وعلى ذلك سوف نقسم هذا الباب إلى فصلين مهدنا لهما بمبحث تمهيدي تناول فيه التعريف بالإقليم وبيان طبيعته وعناصره، الفصل الأول: ماهية الحدود الدولية وتميزها وتصنيفها والعوامل المؤثرة منها، الفصل الثاني: منازعات الحدود وأسس وطرق تسويتها.
