يقوم هذا الكتاب بتحليل عملية التفاوض المعقدة حول السياسة الاقتصادية التي جرت بين الفصائل المختلفة للنخبة الحاكمة في الجمهورية الإسلامية خلال عهد ما بعد الثورة، فقد سعى كل فصيل من هذه الفصائل إلى تشكيل علاقة إيران مع قوى العولمة الاقتصادية وفقاً لرؤيته الخاصة، فبينما كان هناك اتفاق بين كافة هذه الفصائل على أنه لا يجب السماح للشركات الأجنبية باستغلال الاقتصاد الإيرانية بطريقة غير عادلة، فقد انخفض مستوى الإنفاق هذا العام حينما طرح السؤال حول الإجراءات المحددة التي يمكن اتخاذها لتحقيق هذه الهدف.
ومن أجل تفسير لماذا ظلت الدولة الإيرانية ما بعد الثورة على ولائها للتوصر المثالي العام حول الاستقلال الاقتصادي حتى مع الإقدام على طرح سياسات معينة تهدف إلى تسهيل تدفق رأس المال الأجنبي، ركز هذا الكتاب على الإطار الدستوري الذي تمّ تأسيسه في إيران بعد الإطاحة بالملكية البهلوية.
وقد وجه الكتاب اهتماماً خاصاً للمجادلات الحية التي جرت منذ عام 1979 حول موضوع الاستثمار الأجنبي في مؤسسات الجمهورية الإسلامية المنتخبة (وعلى وجه التحديد في البرلمان والحكومة)، وكذلك في مؤسساتها المعينة (والتي تشمل مجلس صيانة الدستور، ومجمع تشخيص مصلحة النظام، والقيادة)، والصحافة الإيرانية.
