ظل النقد الأدبي في العراق يوحي لفترة طويلة بأن الإضافة الوحيدة الجديرة بالاعتبار لإرث القصيدة الحديثة تقع في شعر ما سمي بجبل الستينات. وإن كل شعر تال على هذا التاريخ بعاني من خلل بنيوي ومن استعادات وقد جرى الترويج إلى فكرة القطيعة بين الأجيال تلك منذ عهد الستينات في ثقافة صار الطمس قاعدة من قواعدها. وقد جاء استخدام المؤلف لصفة (جيل الستينات) هنا استجابة لما هو شائع لكنه لا يعكس قناعة المؤلف بخطأ التقسيم العشري للأجيال في العراق المعاصر.
والكتاب يقدم رؤية نقدية لمتغيرات الموضوعية الحاصلة في العراق والتي كانت عاملاً مهماً في ولادة حركة شعرية لا تتسم بالقطيعة مع ما سبقها قدر ما تتسم بالوعي الشديد لطبيعة أدواتها الشعرية والواقع الذي أحاط بها. إضافة إلى ذلك يصر الكاتب على مناهضة الرواية الرسمية للفترة السبعينية برواية أخرى تختلف بدرجات مهمة سواء فيما يتعلق بالممثلين الحقيقيين لها الهامشيين والمهمشين كما المعروفين أو فيما يتعلق بطبيعة الشعر نفس. ويظن المؤلف أن ثمة تعارضاً بين الشعر وبداوة السلطة العراقية وهو تعارض نابع من عدم قدرتها على استيعاب خروج الشاعر المتكرر من القاعدة أو ما تحسبه هي قاعدة للعمل الشرعي وأشغال الثقافة.
