لما كان علم البلاغة وتوابعها من أجل العلوم قدراً، وأدقها سراً، إذ به تعرف دقائق العربية وأسرارها، وتكشف عن وجوه الإعجاز في نظم القرآن أستارها، وكان القسم الثالث من "مفتاح العلوم" الذي صنفه أبو يعقوب يوسف السكاكي، أعظم ما صنف فيه من الكتب المشهورة نقعاً، لكونه أحسنها ترتيباً، وأتمها تحريراً، وأكثرها للأصول جمعاً، ولكن لما كان غير مصون عن الشعر والتطويل والتعقيد، قابلاً للاختصار مفتقداً إلى الإيضاح والتجريد، لهذا كله عمد العلامة الخطيب القزويني إلى تناوله بالاختصار مع تضمين ما فيه من القواعد، وإثبات ما يحتاج إليه من الأمثلة والشواهد، وترتيبه ضمن أبواب، مما يسهل عملية قراءته والاستفادة من كنوزه على كل طالب ودارس وباحث.
وقد زاد من فائدة تلخيص مفتاح العلوم ما أضافه الخطيب القزويني إليه من فوائد عثر عليها في بعض كتب القوم، مع زوائد من عنده ارتأى بأنها تكمل ما جاء عند العلامة السكاكي من كنوز في وجوه البلاغة. وتناول التفتازاني كتاب تلخيص العلوم هذا بالشرح. فكان من أهم الشروح حيث صبغ هذا الشرح بالصبغة السكاكية، وغلبت عليه فيه الحدود المنطقية. والقارئ لا يعدم فائدة أو لطيفة يبز فيها التفتازاني أقرانه، ويتميز بها عليهم. وقد حاول المحقق إبراز ذلك في مواضعة وإضافة أهم تعليقات التفتازاني في حاشيتين على المطول على الكتاب، بالإضافة إلى ذلك عمد المحقق إلى تخريج الشواهد القرآنية والحديثة والشواهد الشعرية وشرح معاني الألفاظ الغربية مع ترجمة لأعلام البلاغة المذكورين في الكتاب وترجمة وافية لكل من الخطيب القزويني صاحب الأصل (التلخيص) والتفتازاني صاحب الشرح (المطول). وإثبات فهارس علمية شامل للموضوعات وللشواهد الشعرية.
