يتناول كتابنا هذا قضايا التنمية المختلفة نظرياً وتطبيقياً من خلال فصوله المتعاقبة. فيتناول الفصل الأول الإطار النظري المرجعي لتنمية المجتمع المحلي من حيث التحليل العلمي للتنمية، ومدخل دراسة المجتمع المحلي وكيفية تحديد الحاجات المجتمعية، أما الفصل الثاني فقد خصص للمدخل النظري لتنمية المجتمع المحلي مفهومها وخصائصها، وأهدافها ومبادئها، ونماذجها واستراتيجياتها.
والفصل الثالث يركز على قضية مشاركة المواطنين في تنمية المجتمع المحلي من حيث أهدافها، وعلاقة تنظيم المجتمع المحلي، وأهم متطلباتها، وسماتها ودوافعها، وأهم معوقاتها، واستراتيجياتها.
ويعرض الفصل الرابع القيم الإجتماعية وعلاقتها بتنمية المجتمع المحلي، ومفهوم القيم من منظورات متعددة، وعلاقة العلم بموضوع القيم، والاهتمام بالقيم في بحوث الخدمة الإجتماعية، وطبيعة القيم ومكونات نسق القيم وتقسيماتها.
وتتناول الفصول التالية تطبيقات للتنمية بأنماط المجتمعات المحلية المختلفة حيث يناقش الفصل الخامس تنمية المجتمع الريفي المحلي، فيعرض تعريفات التنمية الريفية، وأهم مشكلات المجتمع الريفي المحلي، ومبادئ التنمية الريفية، وأهم مشروعاتها، ومعوقاتها، وأهم منظماتها.
أما الفصل السادس فيعرض لتنمية المجتمعات المحلية الزراعية المستصلحة، والفصل السابع يتناول تنمية المجتمع الحضري المحلي من حيث تحديد تعريفات المجتمع الحضري وأهم مشكلاته، ثم يناقش تنمية المجتمع الحضري المحلي مقدماتها وأهدافها وبرامجها ومشروعاتها، وأخيراً يناقش الفصل الثامن تقييم مشروعات تنمية المجتمع المحلي مفهومه، والوسائل الملائمة للتقييم، ونموذج خطة تقييم البرنامج.
