تنطلق أهمية هذه الدراسة من الدور المتعاظم الذي تلعبه الوحدات المحلية على جميع الصعد السياسية والاقتصادية والاجتماعية، وأهمية الاطلاع على نظم الحكم المحلي في الوطن العربي كما تعكسها التشريعات النافذة ، للتعرف على المشكلات والصعوبات التي تواجهها وآفاق تطويرها وصولاً إلى نموذج (تصور) موحد لنطم الحكم المحلي في الدول العربية يأخذ بعين الاعتبار العوامل البيئية الحاكمة وظروفها وإمكاناتها وقدراتها المتاحة.
