يتابع الدكتور "أكرم يا ملكي" في هذا الكتاب وهو الثاني له، حيث كان قد أصدر الجزء الأول من شرح القانون التجاري الأردني مخصصاً إياه للأعمال التجارية والتاجر والمتجر والعقود التجارية. أما الجزء الذي بين يدينا فخصصه لشرح الأوراق التجارية والعمليات المصرفية في قانون التجارة الأردني بعد أكثر من عشرين عاماً من شرحنا الأوراق التجارية في قانون التجارة العراقي وبعد أكثر من ثلاثين عاماً من خبرتنا في تدريس هذه المادة في كليات ومعاهد القانون في الجامعات العراقية وفي جامعة الجزائر وأخيراً في جامعة جرش الأهلية في الأردن.
وكعادته في الالتزام بالدراسة المقارنة في جميع مؤلفاته، فإنه لا يقتصر في هذا المؤلف على بسط أحكام القانون الأردني وحدها وإنما يقارن أيضاً بينها وبين ما يهم القارئ الإطلاع عليه من أحكام في القوانين الأخرى، وخصوصاً العربية ذات الصلة الوثيقة بالقانون الأردني، وفي مقدمتها القانونان اللبناني والسوري والقانون العراقي، دون إغفال التطبيقات القضائية ذات الأهمية الخاصة في تفسير أحكام هذه القوانين وآراء من سبقه أو أعقبه في شرحها والتعليق عليها. فعسى أن يكون قد وفق في تقديم مرجع آخر من المراجع العلمية التي يمكن لطالب الحقوق ولكل باحث قانوني. وكذلك لمن يمارس أياً من العمليات المتعلقة بالأوراق التجارية أو العمليات المصرفية، أن يستعين به في دراسته أو بحثه أو في ممارسة نشاطه العلمي.
