هذا كتاب في "فقه الكتاب والسنة" قد حوى عامة القضايا الفقهية على اختلاف فروعها ومسائلها ومستنبطاتها، إلى غير ذلك من مختلف التخريجات والمقتضيات. وقد جاء ذلك كله مفصلاً ومستفيضاً، وعلى مختلف المذاهب الفقهية وبخاصة المذاهب الأربعة الرئيسية، مضافاً إليها مذهبان آخران، وهما: مذهب الشيعة الإمامية، مذهب أهل الظاهر.
وقد عرض المؤلف كذلك في كتابه لأقوال العارفين في علماء السلف والخلف، سواء منهم الصحابة والتابعون وتابعوهم وغيرهم من مشاهير أهل العلم في هذه الأمة، وفي ذلك ما يكشف عن عظمة الفقه الإسلامي من حيث اتساعه وشموله وامتداده، ومن حيث مرونته وسهولة الأخذ به، وما يتسّم به في خصائص فريدة تضفي عليه حقيقة النظام المميز، وتكسبه خصيصة الصلوح لكل زمان ومكان.
وقد تعرض المؤلف في كتابه للأحكام كلها في ضوء الترتيب المتسلسل لآيات الأحكام في القرآن الكريم، بدءاً بالاستعانة والبسملة في فاتحة الكتاب وانتهاءً بسورة الناس، فجاء هذا الكتاب حاوياً أبواب الفقه في شريعة الإسلام، سواء في ذلك فقه العبادات وفقه المعاملات وفقه الجنايات وفقه الأحوال الشخصية، إلى غير ذلك من مختلف الأحكام في جميع المسائل الدينية والدنيوية، ولقد جاء البيان لكل مسألة في هذه الأبواب معززاً بالدليل من الكتاب الحكيم، والسنة المطهرة يضاف إلى ذلك ما قام به المؤلف من إظهار للرأي الراجح في كل مسألة من المسائل التي اختلفت فيها كلمة العلماء، وذلك ترجيح.
كما وحوى الكتاب بعضاً من القضايا الأصولية التي اقتضاها الحديث عن بعض الآيات المتضمنة للأحكام، وذلك كالنسخ والإجماع وغيرهما، وذلك كله تم مناقشته من قبل المصنف بأسلوب علمي لا يحيد عن الموضوعية، ولا يجنح للتعصب الذي يغذوه الهوى، وإنما المراد هو عرض الفقه الإسلامي تبعاً لآيات الأحكام في القرآن الكريم في غاية من التجرد والموضوعية. كما وحوى الكتاب أيضاً فيضاً من البيان والتفصيل والمناقشات والردود التي اقتضتها طبيعة القصر الراهن، حيث الحملات الكثيفة في الأباطيل والافتراءات التي يطلقها الحاقدون والمتعصبون، ليثيروا من حول الإسلام الأكاذيب والشبهات بغية التعريض على الإسلام، والتنفير منه، وتشويه صورته من أذهان الناس.
