يعد البترول أحد أهم المتغيرات تأثيرًا في الحياة الاقتصادية، والبترودولار تعبر عن الظاهرة النقدية للبترول؛ أي يعبر البترودولار (البترو عملة) على المدفوعات والعوائد من البترول. الأمر الذي قد يخلق تأثيرًا على أسواق رأس المال والتمويل الدولي في الدول غير المنتجة للبترول. وتأخذ هذه العلاقة بعدين الأول؛ يتمثل في الصدمة الاقتصادية التي تحدث من الارتفاع المستمر والمفاجئ لأسعار البترول على الأسواق المعنية، ويعتني الأثر الثاني بظاهرة زيادة العوائد البترولية للدول المنتجة للبترول، ونمط وسبل استثماراتها المباشرة وغير المباشرة في الدول غير المنتجة للبترول.
وهنا تتناول الدراسة الأبعاد التالية: أثر التغيرات التي تحدث في ارتفاع البترودولار على الاستثمارات الأجنبية المباشرة للدولة غير البترولية، سواء من حيث التأثير على مشروعات الاستثمار الأجنبي القائمة، أو من حيث التأثير على تدفقات الاستثمار الأجنبي المباشر لهذه الدول، أثر التغيرات التي تحدث في البترودولار على أسواق رأس المال في الدول غير المنتجة للبترول، حيث التأثيرات التي قد تخلقها الصدمة السعرية للبترول على أسعار الأسهم، ومدى كفاءة أسواق رأس المال للتعامل مع المتغيرات في البترودولار، وكذلك نوعية التأثير على الأسهم المدرجة، ومدى التأثير من حيث الأجلين القصير والطويل.
وختامًا؛ تتناول الدراسة ظاهرة البترودولار من حيث عوائد الدول البترولية، والتي ترتفع بشكل كبير لا سيما خلال فترة الطفرات النفطية، وفي ظل ضعف الطاقة الاستيعابية لهذه الدول على امتصاص هذا الكم الهائل من عائدات البترول، تبدأ رحلة البترودولار في الاستثمار الأجنبي في الأسواق المختلفة، فاعتنت الدراسة بتناول تطورات البترودولار ونمط استخدامه أهم الأسواق المستقطبة، ونوعية الأصول التي اعتنى البترودولار في استثمارها خلال فترة الطفرة النفطية الثالثة.
