بما أن وظائف السلطة هي التشريع والتنفيذ والقضاء، فإن هذا الإرتباط العضوي لسلطة الشعب المتمثل في المؤتمرات الشعبية، يوازيه تقابل وظيفي بين المؤتمرات الشعبية واللجان الشعبية طبقاً لمبدأ "مؤتمرات شعبية تقرر ولجان شعبية تنفذ"، ولذلك فقد تم اختيارنا لهذا الموضوع وهو "توازن السلطة والديمقراطية المباشرة" محلاً لدراستنا هذه، محاولة لتسليط الضوء على أهمية هذا التوازن داخل وحدة السلطة وكيفية التوافق للحصول على نتائج فعالة تضمن الحرية الكاملة في ممارسة السلطة، من خلال المؤتمرات الشعبية. وفي الوقت نفسه إدارة قوية من خلال اللجان الشعبية، ودون أن يؤثر أحدهما على الآخر، وعلى هذا ستكون الخطة المنهجية لهذا البحث كالتالي: (الفصل التمهيدي: مفاهيم أساسية، الفصل الأول: الوسائل التي تملكها المؤتمرات الشعبية في مواجهة اللجان الشعبية، الفصل الثاني: الوسائل التي تملكها اللجان الشعبية في مواجهة المؤتمرات الشعبية، الفصل الثالث: الوسائل التي تملكها الهيئات القضائية في مواجهة المؤتمرات الشعبية واللجان الشعبية، الخاتمة).
