بصرف النظر عن المصطلحات، فإن بحثنا في الجنسية، إنما يأتي بدافع العمل لتحقيق غاية التعارف، ذلك أن ما لا يصح الواجب إلا به فهو واجب، وإذا كانت الجنسية شكلاً من أشكال التعارف، ووسيلة مهمة من وسائل تحصيله لما تتيحه من سهولة السفر والهجرة والضرب في الأرض، فيجب أن نستشعر ضرورة تحقيقها في حياتنا العملية، وأن نطمئن إلى أننا نبذل غاية جهدنا في سبيل أن لا يظل هناك إنسان تنكره ولا تعرفه بيئته البشرية والإنسانية التي تعيش فيها.
وحيث أن الأصل أن يمتلك الإنسان وسائل التعارف الخاصة به، فإن الجنسية بهذا المعنى هو حق أساسي، مرتبط تمام الإرتباط بخلق الناس من ذكر وأنثى ومرتبط أيضاً بالكرامة الإنسانية، أما في لغة المؤسسات الدولية الآن، فإن هذا الحق هو أب الحقوق كلها، إنه الحق الذي يمكن الإنسان من الحصول على حقوقه الأخرى، وبخاصة حقوقه المدنية والسياسية.
