يعتبر الدكتور رياض غنام من الباحثين اللبنانيين القلائل الذين تميزوا بالجدية وروح البحث العلمي، ويعتبر كتابه المقاطعات اللبنانية في ظل حكم الأمير بشير الشهابي الثاني ونظام القائمقاميتين من الكتب العلمية الرصينة وهو في الأصل جزء من أطروحة دكتوراه نالها الباحث.
ومن سمات هذه الدراسة اعتماد الباحث على وثائق ومخطوطات تنشر للمرة الأولى، وعلى مصادر أساسية لا يمكن الطعن في أهميتها.. وباعتماده على وثائق المديرية العامة للآثار في بيروت وعلى الوثائق البريطانية غير المنشورة.
ومن سمات الكتاب تميّزه بأسلوب علمي رصين بعيداً عن الاتجاهات والتيارات السياسية التقليدية، وبعيداً عن الطائفية والمذهبية، إن أهمية هذه الدراسة لا تكمن بجمع إعادة العلمية فحسب، وإنما تزداد أهميتها في المنهج العلمي الذي اتبعه الباحث المعتمد على التحليل والنقد توصلاً إلى الحقائق التاريخية، وتجدر الإشارة إلى أن الباحث قد استطاع أن يقدم للقارئ معلومات تاريخية هامة، تمكن من خلالها تغيير الكثير من المفاهيم التقليدية حول تاريخ جبل لبنان، وفي معرض تبويب المؤلف لدراسته عني بتوزيع مادتها على بابين: تناول في الباب الأول دراسة التاريخ السياسي للمقاطعات اللبنانية منذ عهد بشير الشهابي في نهاية عهد عمر باشا النمساوي 1788 –1842 وفيه تم معالجة سياسة الأمير بشير الداخلية والأحزاب والغ رضيات والصراع الإقطاعي، وعن فترة الحكم المصري في جبل لبنان، وفترتي حكم الأمير بشير الثالث، والحرب الأهلية الأولى 1841 وعمر باشا النمساوي، وعالج في الباب الثاني التاريخ السياسي للمقاطعات اللبنانية خلال عهد القائمقاميتين 1842-1861 وذلك من خلال الحديث الفرنسية سنة 1860 وبذلك تكون الدراسة قد غطت الحياة السياسية والاقتصادية والاجتماعية بجبل لبنان لفترة امتدت إلى نحو ثلاثة أرباع القرن (1788-1861) هذا وقد عني الباحث تذيل دراسته بنماذج مصورة في جميع الوثائق التي اعتمد عليها في دراسته، فضلاً عن الخرائط المصورة التوضيحية.
