يسلط هذا التقرير الضوء على الأحداث والتطورات بعد انتهاء الحرب العالمية الثانية، والتي أسهمت في بلورة فكرة إنشاء الإتحاد الأوروبي، والمواقف الأوروبية من القضية الفلسطينية منذ سنة 1917، واختلافها في التأثير على القضية الفلسطينية، وفكرة الشراكة الأورو-متوسطية، والدافع إلى ذلك.
ويعرج على السياسة الأوروبية الخارجية تجاه القضية الفلسطينية، ومدى ارتباطها بالسياسة الأمريكية، والمصالح الأوروبية من العملية السلمية في الشرق الأوسط، ومن ثم يعرض التقرير الإسهامات الأوروبية في عملية التسوية منذ مؤتمر مدريد للسلام سنة 1991 حتى نهاية سنة 2009، ويتحدث التقرير عن مواقف الاتحاد الأوروبي من التعامل مع حركات المقاومة الفلسطينية، ومن الانتخابات الفلسطينية سنة 2006 والتي فازت فيها حركة حماس. كما يبين موقف الاتحاد الأوروبي من الحصار على غزة، ومن العدوان الإسرائيلي على قطاع غزة 27/12/2008– 18/1/2009.
