شكّلت القضية الفلسطينية عنصـراً راسـخاً في المناظرة الأوروبية منذ أن وضعت الحرب العالمية الثانية أوزارها. وينتقد التيار الثقافي الأوروبي الرئيسـي إسـرائيل لإنكارها حقوق الشعب الفلسطيني، فيما يرفض بقوة جميع الـحـجـج التي تستخف بالجرائم الشنيعة المرتكبة بحق اليـهود في الماضي. كما يقف الجمهور الأوروبي موقفاً وسطاً تجاه مسؤولية كل من الإسرائيليين والفلسطينيين عن تأخير حل القضية الفلسطينية، إلا أنهم أقرب إلى إدانة إسرائيل حول إقامة الجدار العازل في الضفة الغربية، وحصار قطاع غزة، وتشييد المستوطنات. وبينما ترتكز سياسة الاتحاد الأوروبي على ضرورة انصياع الطرفين للقانون الدولي وحقوق الإنسان، مع ثبات موقفها المعارض للاستيطان الإسرائيلي في الضفة الغربية، فإن هناك انقساماً في الرأي داخل الاتحاد الأوروبي تجاه حل الدولتين، على الرغم من وجود ترجيح طفيف في ميزان التأييد الأوروبي لاكتساب فلسطين العضوية في بعض هيئات الأمم المتحدة ووكالاتها. وسواء كان حل الدولتين أو "الدولة الديمقراطية بشعبين" يلوح في الأفق، فلن تتوارى مسألة الحقوق المدنية للشعب الفلسطيني، وكذلك الحاجة إلى امتثال جميع الأطراف المعنية بالصـراع للقانون الدولـي. ومهما كانت الظروف، يبدو أن وجود نهـج يرتكز على الانصياع للقوانين، والأعراف، والحقوق الإنسانية هو الخيار الباقي في قلب سياسة الاتحاد الأوروبي في السنوات المقبلة.
