على الرغم من تعمُّق المصالح الاستراتيجية المشتركة بين الولايات المتحدة الأمريكية وأوروبا الغربية حيال كثير من قضايا النظام العالمي منذ ما بعد الحرب العالمية الثانية، فقد عرفت السياسات الأمريكية والأوروبية في حقبة الألفية الجديدة (2001 -2014) هامشاً متحركاً من التقارب والتباعد حيال قضايا مصيرية كبرى شهدتها ولا تزال تشهدها منطقة الشرق الأوسط، بدءاً بالغزو الأمريكي - البريطاني للعراق عام 2003، مروراً بطريقة التعاطي الأمريكي والأوروبي مع الملف النووي الإيراني، ومع القضية الفلسطينية، وصولاً إلى التعاطي الأمريكي والأوروبي مع ثورات الربيع العربي.
يسعى هذا الكتاب إلى تفسير أسباب التقارب والتباعد في السياسات الأمريكية والأوروبية تجاه منطقة الشرق الأوسط، منطلقاً في ذلك من مقولتين، أولاهما أن التباعد في هذه السياسات هو مسألة تفصيلية لا تعبِّر عن جوهر العلاقة الاستراتيجية بين ضفتي الأطلسي، وعن رؤيتهما المشتركة للشرق الأوسط؛ وثانيتهما أن التقارب في السياسات الأمريكية والأوروبية حول ملفات المنطقة يزيد من صلابة مواقف كلا الطرفين تجاه هذه الملفات. كما يسعى هذا الكتاب إلى رصد وتحليل ملامح التغيير في إدراك وتصورات النخبة العربية لهذه السياسات الأمريكية والأوروبية تجاه المنطقة بعد ثورات الربيع العربي، من خلال مجموعة مقابلات أجريت مع أكاديميين وسياسيين ودبلوماسيين وصحافيين من جنسيات عربية مختلفة في المنطقة.
يتضمن الكتاب خمسة فصول إلى جانب المقدمة والخلاصة العامة والخاتمة. يتناول الفصل الأول "السياسات عبر الأطلسية والأزمة العراقية: المواقف والأسباب، حرب اختيار أم حرب ضرورة؟"، والفصل الثاني: "السياسات عبر الأطلسية تجاه البرنامج النووي الإيراني: تقارب ناعم تبعه تقارب صلب"، والفصل الثالث: "السياسات عبر الأطلسية تجاه الصراع الفلسطيني – الإسرائيلي: نمط القائد – التابع، مع اختلاف الإدراكات"، والفصل الرابع: "السياسات عبر الأطلسية تجاه ثورات الربيع العربي (2011 -2013): الوقائع والتفسيرات"، والفصل الخامس: "الرؤية العربية للسياسات عبر الأطلسية في الشرق الأوسط، 2002 - 2013".
