شرعت الحكومة الإسرائيلية فلي حزيران/يونيو 2002 ببناء جدار يهدف إلى الفصل بين الفلسطينيين والإسرائيليين يمتد على نحو 752 كيلو متراً داخل أراضي الضفة الغربية ويوازي الخط الأخضر, رغم تبريرات إسرائيل الأمنية لخطة بناء الجدار، فإن نتائج إنجاز مراحل عديدة من بنائه أوضحت أن الأهداف الإسرائيلية قائمة على تصورات استراتيجية تحسم بالأمر الواقع الوضع الذي ترتئيه لنفسها حلاً لمشكلتها مع الفلسطينيين، وهو حل أحادي الجانب قائم على ضم أكثر من نصف أراضي الضفة الغربية بما تحويه من مصادر طبيعية، وبما يستتبعه من آثار سلبية سياسية واجتماعية ومعاناة اقتصادية تفوق قدرة المجتمع الفلسطيني على تحمل تبعاته.
وقد جاءت هذه الدراسة للبحث في مخاطر وانعكاسات ما تقدم تعريفاً وتحليلاً وتفصيلاً، وذلك بتقديم دراسة أكاديمية عامة لهذه القضية الحيوية في الوقت الراهن لها تأثيراتها المهمة في المستقبل, حيث ستعرض في المحور الأول فكرة جدار الفصل وجذورها، وكيفية تبني هذه الفكرة وتنفيذها على أرض الواقع عبر مراحل عديدة، تم إنجاز كثير منها، وما زال العمل جارياً على استكمالها. ويتناول المحور الثاني انعكاسات بناء الجدار على الأراضي الفلسطينية وأبنائها، من نواح ثلاث: سياسية حيث توضح ما تنطوي عليه التصورات الإسرائيلية التي تفرض بالفعل واقعاً سياسياً يصعب تجاوزه، واقتصادية حيث تولد الخطة الإسرائيلية ضغوطاً وأعباء تثقل كاهل الفلسطينيين وتجعلهم يفتقرون لسبل العيش الأساسية، واجتماعية حيث سيؤدي الجدار إلى عزل عشرات الآلاف من الفلسطينيين، ومنع تواصلهم جغرافياًَ وديمغرافياً، وإلى تقطيع الأواصر الاجتماعية التي عرف عن المجتمع الفلسطيني تمسكه بها. أما المحور الثالث فيدرس مدى قانونية تشييد جدار الفصل وفق القانون الدولي وقرارات الأمم المتحدة والاتفاقيات الدولية لحقوق الإنسان التي تعتبر إسرائيل أحد الأطراف الموقعة عليها. وأخيراً تتضمن الخاتمة أهم استنتاجات الدراسة.
وقد اعتمدت هذه الدراسة على مصادر جديدة احتوت معلومات متعلقة بموضوع جدار الفصل، بالإضافة إلى الاعتماد على تحليل هذه المعلومات وتطورات الأحداث المتعلقة بالموضوع واليت ما زالت تفاعلاتها قائمة.
