يطيب لي أن أقدم لهذا الكتاب الذي عنوانه المركز القانوني للمبعوث الدبلوماسي والذي هو باكورة جهد علمي ناضج لباحثة متخصصة في القانون الدولي العام.
لقد قرأت هذا الكتاب وخرجت بنتيجة مفادها أن هذا الكتاب ضروري ليس لطلبة القانون والعلوم السياسية فحسب وإنما العاملين في السلك الدبلوماسي ولأولئك الراغبين بالإلمام في صنع السياسة الخارجية وأهمية الدبلوماسية في تنفيذها والتي تعد أداة للموظف الدبلوماسي الذي يزداد دوره يوماً بعد يوم في الوقت الحاضر، ليس فقط فيما يخص الجانب السياسي منها، بل أضحت الدبلوماسية اليوم لها دور كبير في تطوير العلاقات بين الدول على الأصعدة الإقتصادية والعلمية والثقافية وغيرها.
لذلك جاء هذا الكتاب ليسلط الضوء على المبعوث الدبلوماسي بوصفه الممثل عن دولته لدى الدول الأخرى في تمثيل السياسة الخارجية على جميع الأصعدة، فجاء هذا الكتاب ليتناول كل الجوانب القانونية المنظمة لوظيفة هذا المبعوث على وفق القوانين الدولية والداخلية والتي تبين مركزه القانوني.
فاشتمل على مفهوم الدبلوماسية وتطوره التاريخي ومفهوم المبعوث الدبلوماسي وطبيعة تمثيله الدبلوماسية ومراتبه وألقابه وإجراءات تعيينه ومهامه وحصاناته وإمتيازاته الدبلوماسية وكيفية إنتهائها.
وأخيراً لا بد من القول إن هذا الكتاب جدير بالقراءة.
