تناولت كثير من الدراسات تاريخ الإمارات العربية في الخليج بعامة، والبحرين بخاصة، وذلك في عصورها الحديثة - سواء باللغات الأجنبية أو باللغة البحرينية - إنه ما تزال هناك معلومات مهمة في التاريخ المعاصر حول هذه القضية، لم تنل نصيبها من الدراسة، وتأتي وثائق البلاط الملكي العراقي، التي تغطي الفترة ما بين 1930 ولغاية 1958، في طليعة تلك المعلومات.
تعدّ وثائق البلاط الملكي على درجة كبيرة من الأهمية، إذ إن كثيراً منها، بخاصة التي تتعلق بالخليج بعامة، والبحرين بخاصة، لم يتم التوصل إليها من قبل الباحثين والمختصين بهذه الدراسات، وتجري في السنوات الأخيرة توظيف معلومات هذه الوثائق للدراسات الأكاديمية، ونأمل أن تكون هذه الدراسة إسهامة جديدة على هذا الطريق.
بدأ العراق بتعيين ممثلين دبلوماسيين له في إيران منذ عام 1930، وذلك على أثر إعتراف الأخيرة بالعراق في عام 1929، ففي الثاني عشر من كانون الثاني 1930، صدرت الإرادة الملكية بتعيين أحمد زكي الخياط نائب قنصل للعراق في المحمرة، وصدرت في اليوم نفسه إرادة ملكية بتعيين كامل الكيلاني قنصلاً للعراق في كرمنشاه.
ومع إن إرادة ملكية قد صدرت في الشهر نفسه بتعيين جعفر العسكري وزيراً مفوضاً للعراق في طهران، إلا أن هذا لم يلتحق بعمله، كما لم يلتحق رؤوف الجادرجي من بعده في العمل نفسه، حتى صدرت الإرادة الملكية في الأول من آذار 1931 بتعيين توفيق السويدي بهذا المنصب، حيث غادر العراق ليتسلم مهام منصبه في طهران في نيسان 1931 على أن يقوم بمهام قنصل عام للحكومة العراقية في الوقت نفسه.
شهد التمثيل السياسي والقنصلي العراقي في إيران توسعاً كبيراً نتيجة لإرتباط البلدين بعلاقات تجارية نشطة وإستخدام إيران العراق كممر بريّ لموانئ البحر المتوسط، لذا انتشر التمثيل القنصلي العراقي في أغلب المدن الإيرانية المهمة، سواء لأهميتها التجارية أو الجغرافية لوقوعها على الحدود بين البلدين.
