يقدم هذا الكتاب تقييم عن تطور المسار المرحلى للتنمية فى الجزائر قبل وبعد تنفيذ سياسات الإصلاح الإقتصادى وفق نهج الصندوق والبنك الدوليين.
ويهدف الكتاب إلى قياس وتحديد كل من مستوى وموقع كفاءة أداء المسار المرحلى للتنمية على لوحة إقتصادية جامعة لأهم مؤشرات التوازن ذات الطبيعة الإستقرارية والبنياتية، وقد تم إعداد هذه اللوحة وتقسيم مراحل التنمية فيها على بعض نتائج الدراسات الرائدة فى مجال التطور البنيانى منها دراسة المؤرخ الإقتصادى "رسطو، وكولين كلارك، وسيمون كوزينتس وهرشمان" وقد إستخدمنا فى ذلك منهجين أحدهما تجميعى للفجوات والإختلافات وأهم مؤشرات التوازن الإقتصادى المتعارف عليها والثانى منهج تجريدى يتضمن فقط مؤشرات التوازن الأساسية فى الإقتصاد.
كما تم إعداد هذه اللوحة بالإستفادة من نظرية سوق المنافسة التامة فى تحديد مفهوم الكفاءة الإقتصادية بشقيها الإنتاجية والتخصيصية، والإنتقال بمضمون هذا المفهوم من حالته المثالية غير القابلة للتطبيق إلى حالة قابلية التطبيق وقياس مستويات كفاءة أداء مسار الإقتصاد القومى من فترة إلى أخرى بشكل مبسط وسهل، طبقاً للمنهجين المعتمدين فى إعداد هذه اللوحة.
