لقد احتل موضوع التدريب في المؤسسات والمنظمات الحديثة موقعاً محورياً، وأصبح يشكل العمود الفقري لأي مجهودات تبذلها هذه المؤسسات والمنظمات نحو التطوير والتحديث.
ويمكن القول بأن موضوع التدريب أخذ يحتل موقعاً متقدماً على سلم الأولويات، ويتبدى هذا الإهتمام بالتدريب من خلال حجم التمويل الذي ترصده الدول لنشاطات التدريب وبرامجه ومن خلال أعداد المشاركين بهذه النشاطات والبرامج.
ومما يجدر ذكره في هذا المجال أنه قد حدثت في العقود الأخيرة تطورات علمية وثقافية وتكنولوجية بشكل لم يسبق له مثيل في تاريخ البشرية الأمر الذي حتم على المؤسسات والمنظمات مواكبة هذه التطورات والتجديدات وأن تقوم بعملية مراجعة لسياساتها وأهدافها ونشاطاتها المتعلقة بإعداد وتدريب المعلمين لتمكينهم من إكتساب المعارف والمعلومات والإتجاهات والمهارات التي تتطلبها أدوارهم الجديدة في مجتمع الثورة العلمية والتكنولوجية.

فالإنسان في أي منظمة أو مؤسسة يُعَدُّ العامل الأساسي والحاسم الذي بواسطته تستطيع تلك المنظمة أو المؤسسة أن تضطلع بالدور الذي وجدت من أجله وتحقيق الأهداف الموكلة إليها، وبالتالي تتمكن من القيام بواجباتها ومسؤولياتها بكفاية وفعالية، إذ إنه على الرغم من أهمية العناصر المادية والتقنية في أي مؤسسة أو منظمة فإن العنصر البشري يبقى العنصر المحوري الذي يستطيع أن يوظف ويستخدم جميع هذه العناصر لتحقيق أكبر قدر من الإنتاجية والكفاءة والفعالية.
