يقدم مقاربة تاريخية - تحليلية عن الانتخابات البرلمانية الخمس التي أُجريت في السودان بين عامي 1953 و1986، ويناقش البيئة السياسية والاجتماعية والثقافية التي استندت إليها، والقواعد الدستورية والقانونية التي انطلقت منها، كما يوثِّق الدور الإداري الذي قامت به لجان الانتخابات العامة، بدءًا بتسجيل الناخبين، وتقسيم الدوائر الانتخابية، وانتهاءً بإدارة الاقتراع، وفرز أصوات الناخبين، وإعلان النتائج الانتخابية. علاوة على ذلك، يحلل الكتاب كيف أدَّت الخصومات السياسية الحزبية والتناحرات الجهوية إلى تقويض عملية الانتقال الديمقراطي في السودان، وإفساح المجال لتدخل القوات المسلحة (الجيش) في الشأن السياسي، وكيف أفرز ذلك التدخل ما يُعرف بـ «الدائرة الخبيثة» في السياسة السودانية، والتي تبدأ بقيام نظام حكم برلماني ديمقراطي، يعقبه نظام حكم عسكري، ثم ثورة شعبية وحكومة انتقالية، ثم نظام برلماني ديمقراطي، وهكذا دواليك.
