تزايد الإهتمام على الصعيد الدولي بحقوق الإنسان بعد أن أدركت الأنظمة الحاكمة أن مجرد غياب الإحترام لهذه الحقوق هو سبباً أساسياً ومحرض بشكل مباشر على الثورات والإنتفاضات، لذلك وبموجب هذا كان لا بد من إيلاء الإهتمام بحقوق كافة شرائح المجتمع وأصنافه ومكوناته، فأصبح من الواجب الإلتفات إلى قضايا ومعاناة الأشخاص ذوي الإعاقة على إعتبارهم شريحة من شرائح المجتمع ومكون لا يمكن الإستهانة بقدراته وإمكانياته سواء كان ذلك من ناحية الإنتاجية أو المساهمة في بناء المجتمع متى ما توافرت وهيأت لهم الظروف الملائمة لإشراكهم وتعزيز حقوقهم وضمان آليات ممارستهم لهذه الحقوق على قدم المساواة مع فئات المجتمع الأخرى.
الهدف من دراسة هذا الموضوع هو تسليط الضوء وتوضيح أهمية معاهدات الأمم المتحدة لحقوق الإنسان في مجال الإعاقة، ولتحقيق ذلك سيتم تحديد الإلتزامات المختلفة للدول الأطراف بموجب المعاهدات.
ونأمل أن يشكل ذلك مرجعاً مفيداً لجميع المهتمين بحقوق الأشخاص ذوي الإعاقة، بما في ذلك الدول الأطراف، وذلك من خلال شرح الأدبيات الموجودة في إتفاقيات حقوق الإنسان وبيان مدى الحماية الت تقدمها للأشخاص ذوي الإعاقة بالإضافة إلى تحليل دقيق وشرح مستفيض للإتفاقية الخاصة بحقوق الأشخاص ذوي الإعاقة والقانون الوطني الأردني المتعلق بالأشخاص ذوي الإعاقة والقوانين ذات الصلة...
