يُعد موضوع العلاقة بين الدين والدولة عبر كافة المستويات، من أهم القضايا المثارة على ساحة البحث اليوم لا سيما في ظل المتغيّرات الحادثة بعد الربيع العربي وحتى اليوم، وما أثارته من إشكالات وقضايا كان لها أثر في مستقبل هذه البلدان وما آلت إليه الأمور فيها.
وفي هذا الإطار تهتم مؤسسة نهوض بالمشاركة في تقديم أطروحات تمثّل محاولة لإيجاد رؤى تشارك في مد الجسور بين الرؤى المتعارضة والمختلفة مما يساعدها في إيجاد حلول عمليّة تنهض بالواقع، وتأتي هذه الأطروحة - أطروحة الدكتوراه - ليس كدراسة تطبيقيّة لأثر النص والإقرار على دين للدولة في الدستور، وليست قاصرة على تناول الشريعة كمصدر أساس للتشريع، بل هي في حقيقتها محاولة لدرس إشكاليات تطبقي نموذج الدولة القوميّة الحديث - العلماني بحكم نشأته وفلسفته - في مجتمع كانت تحكمه دولة قديمة، ثم وسيطة، لعب فيها الدين دوراً كبيراً.
ومحاولة للنظر إلى الموضوع من منظور أوسع، هو دور الدين في مؤسسات الدولة عامّة، بما فيها المؤسسة التشريعيّة، وإنعكاساته على طائفة من الحقوق والحرّيات العامّة، في إطار من المقارنة مع عدد من النظم التي يمكن إتخاذها أمثلة لصيغ مختلفة في معالجة العلاقة بين الدين والدولة، والسعي إلى فهم دقائق علاقة كل دولة تناولتها الدراسة في علاقتها بالدين الذين أوجدها أو عاش في ظلّها أو عاشت في ظلّه، فهما لا يقتصر على تكرار فكرة البشر الذين نتحدث عنهم عن أنفسهم، وإنما يسعى إلى الكشف عن حقيقة تلك الفكرة في سياقها التاريخي.
