تتناول هذه الدراسة بالتحليل الفجوة بين الإمكانيات الاقتصادية والقدرات السياسية في دول مجلس التعاون لدول الخليج العربية، حيث أن هذه الفجوة ظهرت بسبب اكتشاف النفط بكميات هائلة في تلك الدول وتراكم مدخراته بصورة بصورة عظيمة في المصارف الغربية، وتتعرض الدراسة لهذه الموضوعات وكذا للنشاط الاقتصادي الذي يقوم به السكان في الخليج، وأوجه هذا النشاط وتفاعل كل هذه العوامل الاجتماعية في إطار عملية التنمية.
ثم يتناول البحث الموضوعات وكذا النشاط الاقتصادي الذي يقوم به السكان في الخليج، وأوجه هذا النشاط وتفاعل كل هذه العوامل الاجتماعية في إطار عملية التنمية ثم تتعرض الدراسة بعد ذلك للقدرات السياسية كمحصلة نهائية للقدرات الاقتصادية والعسكرية متناولة كل قدرة من هذه القدرات الثلاث بالبحث والتحليل، ومدى فاعلية كل قدرة من هذه القدرات وأثرها على استقلالية القرار السياسي والاقتصادي في دول مجلس التعاون الخليجي.
