لأهمية هذا الموضوع يشتمل هذا الكتاب على ثلاثة فصول ومقدمة، يقدم الفصل الأول منه: السلوك المنحرف في ظروف الأزمات، مقاربات نظرية، ورؤى وتحليلات نظرية وميدانية لأبرز أنماط السلوك الإنحرافي الذي يترافق مع تفاقم الأزمات والحروب التي تؤدي إلى متغيرات بنيوية فيها.
ويتضمن الفصل الثاني من الكتاب: الجريمة المنظمة في العراق: تحليل سايكو سوسيولوجي، تحليلاً لأبرز المتغيرات التي شهدها المجتمع العراق في ظروف الأزمات والحروب والإحتلال، وما نجم عنها عن مشكلات إجتماعية وسلوكية معقدة.
أما الفصل الثالث: خيارات الرد المجتمعي في المجتمع المأزوم، نحو تنمية تمكينية للعمل الإجتماعي الطوعي والرسمي، فقد ركز على السياسات والإستراتيجيات الخاصة بحماية الفئات المهمشة وبالرد المجتمعي على السلوك المنحرف.
