يعود اهتمامي بالوظيفة الاجتماعية للفتوى في تشكيل الوعي وهندسة الحياة الاجتماعية للمسلمين إلى أكثر من ثلاثة عقود. فقد أصبح للفتوى والمفتين مكانة كاسحة في الواقع الإسلامي واحتل العقل الفقهي مكان كل المرجعيات الأخرى الزمنية أو العلمانية. وصار الفقيه أو الداعية أو المفتي هو الملجأ لكل من يريد أجوبة عن ما يواجه وجوده من مشكلات عملية أو إشكالية فكرية. ولم يعد الأمر يقتصر على العامة بل قد تكون النخبة أو أصحاب الثقافة العالمة هم أكثر الباحثين عن الفتوى، خاصة حين تصل الفتوى مكتوبة وهذا هو الغالب. فقد تراجع دور المختصين في العلوم الأخرى المختلفة- الإنسانية والطبيعية، وفي أحيان كثيرة يمكن للفقيه أو الداعية أن يفتي في أمور ذات صلة مباشرة بالطب والفلك والكيمياء والسايكولوجيا، دون أن يكون قد درس هذه العلوم.
وبالتأكيد يختلف اهتمام الاجتماعي عن الفقيه. فالاجتماعي يبحث عن التأثير الاجتماعي للفتوى والانتشار والقبول بين الناس، حتى ولو كانت ضعيفة الإسناد. لذلك، هذا الكتاب يضيئ بصورة غير مباشرة بعض مظاهر أزمة الإنسان المسلم. فقد ترك مستقبله خلفه ويعيش حالة من الفوات التاريخي، وفي زمن فلكي يختلف عن زمنه الحضاري. فهو يخشى الحياة الطازجة المتجددة المتغيرة ويحنطها في نصوص وتراث وعنعنات.
