الأستاذ حسين قدس نخعي من رواد الشعر الفارسي، اشتغل بالسياسة والدبلوماسية في إيران وشغل عدة مناصب فيها كسفير لبلده في لندن، واشنطن، طوكيو، العراق والفاتيكان، شغل منصب وزير للخارجية ثم وزير في البلاط الشاهنشاهي، ورغم كل هذه المهمات ظل لصيقاً بالأدب والفن حتى تغلب على صفاته السياسية فقد اشتغل بالصحافة وأصدر مجلة أدبية فلكلورية عنيت بالحياة الإجتماعية إضافة لكونه قصاصاً وله دواوين شعر بالفارسية وله قصة مطبوعة بإسم بهشت.
أنجز الشاعر هذه الرباعيات وكان مزهواً بها فطبعها بالفارسية بطبعة جميلة أنيقة مزينة بالصور المعبرة، وفي العام 1956 قدم قدس نخعي سفارته مشرعة لهم ولأهل السياسة ورجال الدولة والدبلوماسيين، يتحدث الأستاذ مير البصري عن إحدى هذه الحفلات فيذكر أن السفير كان يتحدث الإيطالية بطلاقة مع السفير الإيطالية والإنكليزية مع السفير الأمريكي والألمانية مع السفير الألماني والفرنسية مع السفير الفرنسي والعربية مع مدعويه بفصحى خالصة يذكر الأستاذ مصطفى جواد أن أصول السفير عربية من قبيلة نخع المهاجرة إلى إيران، وفي كل دعواته وحفلاته كان يصطحب معه أدباء وفناني بغداد وكانت لهم معهم علاقة وطيدة وكان منهم الأستاذ جعفر الخليلي والشيخ محمد رضا الشبيبي والدكتور مصطفى جواد والأستاذ مير بصري، وعرف نخعي بترجمة الدكتور مصطفى جواد لرباعيات الخيام وإجادته فيها.
