إن العوامل الإجتماعية والإقتصادية تأثر في نشأة الدول بشكل كبير، وحيث أن الثروات النفطية (النفط والغاز) تمثل جزءاً كبيراً من دخل الدول، وإن الدول وبخاصة الفدرالية منها تقوم بتوزيع المهام والصلاحيات على مستويات الحكم فيها، بهدف الحفاظ على وحدها وتنوعها، لكن هذا التوزيع إذا لم تدعمه نصوص دستورية واضحة سوف يكون مدعاة للشقاق والإختلاف.
وهذا يتطلب من المشرع الدستوري توخي الدقة والموضوعية في صياغة تلك النصوص، بهدف إشراك الوحدات المكونة للدولة الفدرالية في صناعة القرار يتعلق بهذه الثروات، وكذلك الإستفادة من عائداتها، من جهة اخرى الأخذ بنظر الإعتبار أهمية هذه الثروات في إنشاء دولة تتساوى فيها فرص تلك الوحدات في التطور ولا تتنافس فيما بينها بشكل يضر بالبلد ومؤسساته ونظامه السياسي.
إن هذا الكتب ليس كتاباً عن الإقتصاد السياسي، بل هي قراءة قانونية دستورية لموضوع يحمل في طياته أبعاداً تأريخية وإقتصادية وإجتماعية ودولية.
