تطورت الظروف السياسية وأدركت الشعوب ان السيادة لها وهو الأمر الذى أدى إلى تقييد سلطات الحكام والملوك وتم صياغة هذه المبادئ والافكار فى شكل نظريات أهمها نظرية العقد الاجتماعى ،كما تردد أيضا بعد ذلك مبدأ الفصل بين السلطات وعلى أثر هذا المبدأ نشأت الانظمة السياسية ،ويأتى هذا الكتاب كدراسة مقارنة بين سلطة رئيس الدولة فى كل من النظام البرلمانى فى انجلترا والنظام الرئيس فى امريكا والسلطة فى نظامنا السياسى فى مصرويعرض نشأة مبدأ الفصل بين السلطات ومفهومه والآراء المؤيدة والمعارضة لهذا المبدأ موضحا نجاح تطبيقه فى كل من امريكا وفرنسا ويعرض ايضا اثر مبدأ الفصل بين السلطات على تقسيم الأنظمة الدستورية المختلفة.وتنقسم هذه الدراسة إلى ثلاثة أبواب يتناول الباب الأول منها سلطة رئيس الدولة فى النظام البرلمانى فى انجلترا وهو من اولى النظم التى انتهجت مبادئ الديمقراطية ،ويتحدث هذا الباب عن التطورات التاريخية لنشأة النظام البرلمانى وخصائصه وأركانه ودور رئيس الدولة فى النظام البرلمانى وسلطاته فى هذا النظام ،أما الباب الثانى فيتناول سلطة رئيس الدولة وفقا للنظام الرئاسى فى امريكا ويعد النظام النيابى الرئاسى من النظم الديمقراطية القديمة التى طبقت ومازالت تطبق فى العديد من الدول المتقدمة فى الوقت المعاصر وترجع نشأة النظام النيابى الرئاسى الى تاريخ الولايات المتحدة الامريكية التى تعتبر المنبع الاساسى فى وضع هذا النظام ويتضمن هذا الباب نشأة النظام الرئاسى وتطوراته التاريخية وأسسه وكيفية اختيار رئيس الدولة فى النظام الرئاسى وسلطاته ، وأخيرا الباب الثالث يتناول سلطة رئيس الدولة وفقا للدستور المصرى وقد كان لمصر انظمة قانونية وسياسية منذ عهود سحيقة تسبق فى نشأتها كل الحضارات كما مرت مصر عبر تاريخها كغيرها من البلاد بفترات صعود وازدهار وفترات هبوط وانحلال ،ويتناول هذا الباب التطور التاريخى لنظام الحكم فى مصر بداية من العصور القديمة حتى عصر محمد على ووصولا الى العهد الجمهورى ، كما يضم ايضا طبيعة نظام الحكم فى ظل الدستور الحالى ونشأة دستور 1971 واسسه وخصائصه وطريقة اختيار رئيس الجمهورية وتطورها والسلطة التنفيذية لرئيس الجمهورية وكذلك الاختصاصات التشريعية له ،وسلطته فى الظروف الاستثنائية ومسئولية رئيس الجمهورية ومسئوليته السياسية غير المباشرة فى ظل الدستور الحالى والمسئولية الجنائية وإجراءات الاتهام والمحاكمة واخيرا الحكم على رئيس الجمهورية.
