تعتبر "الرقابة البرلمانية" من أهم المواضيع المطروحة في القانون الدستوري، والتي تشكل محوراً أساسياً في عملية إرساء الديموقراطية في الدول بشكل عام ومظهر من مظاهر التعاون والتنسيق بين السلطتين التنفيذية والتشريعية تخفيفاً للفصل الجامد والمطلق بين السلطات، ولكي تستطيع "الرقابة البرلمانية" تحقيق هدفها المنشود هو مراقبة أداء النشاط الحكومي بشكل عام ومحاسبة الوزراء ومحاكمتهم لا بد لها أن تستعين بوسائل عديدة أهمها، السؤال كوسيلة إستفهامية ويليها الإستجواب كوسيلة محاسبية خطيرة، لأنها قد تؤدي في أغلب الأحيان إلى طرح الثقة بهيئة الوزارة "الحكومة" ثم يليها تشكيل للجان تحقيق برلمانية هدفها الأساسي كشف الأخطاء تمليها المسؤولية الوزارية بصورتيها الفردية أو الجماعية، ثم المسؤولة الجنائية ومحاكمة الوزراء، لكن هذه الوسائل تتطابق من حيث إستخدامها وشروطها وقيودها في النظم السياسية المختلفة.
فبداية تمت الدراسة بإستعراض أسس الرقابة البرلمانية في النظام البرلماني بصورته التقليدية والذي تمثله بريطانيا، تليها الرقابة البرلمانية في النظام الرئاسي المعاكس للنظام البرلماني التقليدي في أمور عديدة والذي تمثله الولايات المتحدة الأميركية ويليها النظام البرلماني المتطور الذي يجمع النظامين البرلماني التقليدي الرئيسي وصورته فرنسا.
أما الجزء الأخير فقد خصصته لدراسة تطبيقات الرقابة البرلمانية في بعض الدول العربية وأهمها مصر ولبنان ومساهمتها في سير العملية الديموقراطية في تلك البلدان.
