تحاول هذه الدراسة الوقوف على أحكام وسائل الرقابة البرلمانية على أعمال السلطة التنفيذية الواردة في النظام الأساسي المعدل الصادر في 19 أبريل سنة 1972 والمعدل عامي 1995 و1996 ولائحة مجلس الشورى الصادرة بالقانون رقم 6 لسنة 1979. ومقارنتها وإدماجها بوسائل الرقابة البرلمانية الواردة في الدستور القطري الصادر عام 2004 والذي دخل حيز النفاذ عام 2006 لبيان مدى وجدوى هذه النصوص في تحقيق الهدف المنشود، وهو ضمان احترام القانون من جانب السلطة التنفيذية بقصد حماية الصالح العام في المجتمع.
ولا مراء في أن هذه الدراسة تحاول رصد النصوص الحاكمة لوسائل الرقابة في تنظيمها وحركتها لنتبين ما إذا كانت انطلاقة مجلس الشورى القطري تقتضي وجود نصوص جديدة أم تعديل أو تفعيل النصوص القائمة وتحاشى تفريغها من مضمونها.
وقد كان لزامًا علي أن أقوم بتقسيم هذه الدراسة إلى ثلاثة أبواب: أتبعها بخاتمة فيها أهم النتائج والتوصيات، أما الباب الأول فقد خصصته للحديث عن العلاقة بين السلطتين التشريعية والتنفيذية في النظام الدستوري القطري، وأما الباب الثاني فقد قصرته على ذكر وسائل الرقابة البرلمانية السياسية على أعمال السلطة التنفيذية في النظام الدستوري القطري، وأما الباب الثالث فقد جعلته للحديث عن الرقابة البرلمانية المالية على أعمال السلطة التنفيذية في النظام الدستوري القطري.
