كان خيار التصنيع واحداً من الخيارات البديلة لأستخدام العائدات النفطية, أغرت على التمسك به قاعدة هامة من الموارد الطبيعية أهمها النفط والغاز قام عليها بالأساس هذا التوجه التصنيعى, ناهيك عما بشرت به الحقبة النفطية أيضا من إمكانيات لتخطى عقبات التمويل والتصريف التى واجهت محاولات سابقة للتصنيع العربى. فأى نوع من التصنيع أختارت الافطار النفطية؟ وما هى الخصائص العامة التى اكتسبها التصنيع العربى من تلك الحقة؟ والى أين وصل هذا الخيار فى ظل النفط؟ وهل حقق الأهداف المعقودة علية فى تنويع بنية الاقتصادات العربية وف أحداث الانتقال من الاعتماد على مورد طبيعى واحد قابل للنضوب الى موارد متجدة توفر الانطلاق الذاتى للاقتصاد العربى؟ وأخيرا بكم من العقبات اصطدام هذا الخيار التصنيعى وكم من المشكلات أفرز؟
ويسعى هذا الكتاب الى تقويم تجارب التصنيع فى الدول العربية النفطية بغية اكتشاف الملامح المشتركة لهذه التجارب وما أفرزته من نتائج ومشكلات مشتركة. وقد اخترنا كدراسة حالة لذلك تجربتين بارزتين للتصنيع العربى احداهما من الجزائر والأخرى من المملكة العربية السعودية. وهما حالتان اعتمد فيهما التصنيع على قطاع النفط والغاز (الهيدروكربونات) واستفاد من الوفرة المالية للحقبة النفطية فى تذليل عقبان التمويل و اقتحام ميدان التصنيع بأكبر دفعة قوية يمكن ان تتوفر لبلد نام. وتوخيا للهدف الذى يرمى غلية الكتاب فقد قسم الى ثلاثة فصول وخاتمة: الفصل الأول: التصنيع والخيارات البديلة لأستخدام العوائد النفطية, الفصل الثانى: نموذج التصنيع العربى فى الحقبة النفطية: بين التعدد والوحدة, الفصل الثالث: المشكلات التى رافقت التصنيع العربى فى الحقبة النفطية.
