وجاء في التوطئة، التي أعدها الخبير الاقتصادي الأردني المعروف الدكتور خالد الوزني: "والحقيقة التي لا بد من الإشارة إليها، في معرض التقديم لهذا الكتاب، أن حديث النفط وحديث الاستثمار باتا في الأدبيات العربية الحديثة صنوين. والمعروف أن الفورة النفطية الأولى، التي شهدتها منطقتنا في منتصف عقد السبعينات من القرن الماضي، انطوت آثارها الكلية على تنمية شاملة استفادت منها دول الفائض النفطي في تطوير بناها الهيكلية والتحتية، وتطوير اقتصاداتها الخدمية والصناعية والتجارية، كما استفادت منها الدول غير المصدرة أو المنتجة للنفط في استقبال حوالات العاملين في الخليج، وتدفق المساعدات العربية، ما انعكس على الجميع بنمو مطرد وتنمية اقتصادية واجتماعية ملموسة. يد أن العلاقة اليوم، بين وفورات النفط وتدفقاته والاستثمار الكلي، أخذت مظاهر جديدة تنحورت حول الاستثمارات العقارية، واستغلال أسواق المال بمفهومها الواسع، وخاصة في مجالات الأسهم والسندات والصناديق السيادية، وظهور مشتقات استثمارية مالية متنوعة جعلت من حركة رأس المال الأكثر اشتعالاً بدلاً من حركة الأفراد، وتحريك مفاصل الاقتصاد الحقيقي في شكل استثمارات صناعية أو تجارية أو خدمية. وما نشهده اليوم هو حتماً إرهاصات ما أحب تسميته بمرض الفوائد النقدية الناتجة أساساً عن الفوائض النفطية".
