إن من الأمور الأساسية في الارتقاء بالأداء في العمل الأمني الاهتمام بإعداد رجل الأمن.. فما يكون الأساس في تنظيم العدالة الجنائية الإعداد الجيد للقاضي، ويبدو ذلك واضحاً في نظام القضاء الإسلامي، فإن إعداد رجل الأمن يعد الركيزة الأساسية في تطوير عمل الشرطة والخدمات الأمنية الأخرى.
هذا وإنه ومهما أخذ بالأساليب العلمية والمستحدثة في الأداء للشرطة، يبقى الدور الأساسي والهام للعامل البشري، فبصلاحه يصلح العمل، وإن كانت العوامل الأخرى معطلة، وبتخلفه يدب الفساد وإن كانت العوامل الأخرى متوفرة.
ولقد عني المجتمع الإسلامي كل العناية بهذا الأمر وأدى ذلك إلى استتباب الأمن، وذلك على المستوى العربي،جاء اهتمام المركز العربي للدراسات الأمنية والتدريب بالرياض وذلك من خلال دعوته إلى ندوات يتمم من خلالها طرح تصورات الرجال القائمين على تدريب رجال الأمن، لوضع مخطط الغاية منه لإعداد الجيد لرجل الأمن. على أن يأخذ هذا الإعداد دوره في سلم الأولويات في إطار عمل عربي أمني مشترك. ولتعميم فائدة هذه الدورات تمّ جمع الآراء المطروحة في هذا الكتاب، والتي تدور في مجملها حول طريقة الإعداد النموذجي لرجل الأمن على أصعدة متعددة خلقيّة، إسلامية ومنهجية.
