في ظل التطور الذي يشهده العالم في الحقبة الأخيرة من القرن الماضي في مجال الحاسب الآلي وبالأخص في مجال البرمجيات، وفي ظل تحديد ماهية برامج الحاسب الآلي وطبيعتها القانونية،وتحديد الوسائل القانونية الملائمة لحماية هذه البرامج بعد تزايد أعمال وصور الاعتداء عليها، الأمر الذي أدى إلى مطالبة الشركات المنتجة لبرامج الحاسب الآلي بحماية برامجها والمحافظة وتحديد الوضع القانوني لاستخدام الحاسب الآلي في تخزين المصنفات المشمولة بحماية حق المؤلف، في ظل ذلك كله تصبح الحاجة ملحة إلى إجراء الدراسات القانونية التي اتسهدفت وضع الضوابط والمعايير الخاصة بحماية برامج الحاسب الآلي، وحلّ المشكلات المتعلقة بحقوق التأليف الخاصة بهذه البرامج، وهذا ما تصدى له المؤلف في هذا الكتاب. ويرى نخبة من المحامين من ضمنهم المحامي الأستاذ حسين مجلي-نقيب المحامين الأردنيين- أن كتاب المحامي الأستاذ عماد سلامة قد "جاء متسقا مع متغيرات العالم وإضافة جديدة في ميدان القانون والمحاماة ليملأ فراغاً لا يزال قائما في الفكر القانوني والمكتبة القانونية"، كما يقرّ المحامي الأستاذ يونس عرب رئيس مجموعة عرب للقانون أن "تحليل المسألة والاجتهاد بالرأي مع سلامة في العرض تشاهم إلى حد كبير في انهاء كثير من التشابكات في مسائل الموضوع وتيسر على القارئ الكثير بشأن ما يعرضه الباحث بين دفتي الكتاب"، ويذهب المحامي الدكتور طارق محمد الحموري الخبير بمجال الملكية الفكرية إلى أبعد من ذلك حين يقول بأن هذا الكتاب "لا يحتوي على معلومات قانونية فحسب، بل هو خير معين للقانوني على فهم الخلفية الفنية في مجال برامج الحاسب الآلي".
