يتنوع التعاون الدولي لمكافحة القرصنة البحرية، ويأخذ أشكالًا متنوعة، فقد يأخذ شكل التعاون القانوني والفني، أو شكل التعاون القضائي الدولي لمكافحة أعمال القرصنة ومحاولة القضاء عليها.
ونقوم في هذا البحث بدراسة كافة هذه الصور وغيرها من صور التعاون الدولي لمكافحة القرصنة البحرية، ولكن قبل ذلك لا بد وأن نقوم بتعريف القرصنة البحرية وتحديد العناصر التي يجب توافرها حتى تقوم جريمة القرصنة البحرية.
ونتناول هذا التعريف طبقًا لاتفاقية الأمم المتحدة لقانون البحار لعام 1982، ثم في ضوء الاتفاقيات والاتجاهات الحديثة لتعريف القرصنة البحرية، والتي من أهمها اتفاقية روما لعام 1988 لمكافحة وقمع أعمال القرصنة وغيرها من الأعمال غير المشروعة التي ترتكب ضد سلامة الملاحة والأرواح في البحار، وكذلك الاتفاق الإقليمي لمكافحة وقمع القرصنة وغيرها من الأعمال غير المشروعة التي ترتكب ضد سلامة الملاحة والأرواح في البحار في منطقة آسيا وخاصة جنوب شرق آسيا لعام 2004، ثم نقوم كذلك بدراسة الأسباب التي تكمن وراء اندلاع ظاهرة القرصنة في هذه المنطقة والآثار التي خلفتها بدول المنطقة والعالم.
وهكذا نقسم هذا البحث إلى ثلاث فصول هي: [الفصل الأول: تعريف القرصنة البحرية وأركانها، الفصل الثاني: أسباب انتشار ظاهرة القرصنة البحرية وآثارها، الفصل الثالث: الالتزام بالتعاون الدولي لمكافحة القرصنة البحرية].
