إن النظام البرلماني، بإختلاف تطبيقاته، يخضع لمبادئ أساسية، وهي مبادئ مرنة، ولكن يجب إحترامها، لكي يمكن وصف هذه الأنظمة بأنها برلمانية؛ وفي مقدمة هذه المبادئ ثنائية السلطة التنفيذية، والفصل المرن بين السلطات، والتوازن والتعاون بين السلطتين التشريعية والتنفيذية، تعاون ينطلق من فرضية أنه إذا كان البرلمان يمثل إرادة الشعب ومصدر كل السلطات، مما يسوغ أن تنعقد له الإختصاصات التشريعية، والوزارة تأخذ على عاتقها مهمة صناعة أو رسم السياسة العامة والمنوط بها تنفيذها؛ وهذا الأمر يمثل بذاته مسوغاً لأن تشاركه تلك الإختصاصات.
وتوازن بين السلطتين التشريعية والتقليدية، حاصله إنَّ السلطة توقف السلطة، وتحد منها، ومبتغاه، التوقي من طغيان السلطة إذا تركزت، أو إستبدادها إذا أطلقت، ومن هنا يجب الإعتراف لكل سلطة بوسائل تمكنها من أن تمنع الأخرى أن تظل أو تطغى.
وبناءً على قاعدة التوازن بين السلطة والمسؤولية التي تقرر بأن المسؤولية تكون بقدر السلطة، والتي تحول دون تحكّم هيئات الدولة بالسلطة، بوضع تنظيم لسلطات الدولة على نحو يكفل تحقيق التوازن بين السلطة والمسؤولية، أُقرت قواعد المسؤولية السياسية للوزارة، ليُستَوّثق بها تارة من كيفية أداء الوزارة لمهامها، وليُتمكَّن من منعها أن تنحرف بسلطاتها، وبالشكل الذي يحقق التوازن بين سلطة الوزارة، ومقتضيات تقييد هذه السلطة وتحديد المسؤولية.
إذا كانت خصيصة ثنائية السلطة التنفيذية هو جوهر النظام البرلماني، فإن قاعدة التوازن والتعاون بين السلطتين التشريعية والتنفيذية هي دعامة هذا النظام، فإذا انتفت تغير شكل النظام ليقترب من نظام آخر، وإن المسؤولية السياسية للوزارة هي أساس التوازن بين السلطتين، وإن الوزارة المسؤولة أمام البرلمان، هي ركن أساسي من أركان النظام البرلماني، لذا أضحت المسؤولية السياسية للوزارة حجر الزاوية في هذا النظام.
من هنا، تتضح مكانة المسؤولية السياسية للوزارة في النظام البرلماني، وحين إقتباسها منه للعمل بها وجب نقلها بمتطلباتها وبمقتضياتها، وإلا انقلبت إلى دعامة فارغة الجوهر والمضمون، وبالتالي لن تؤدي إلى نتائجها المرجوة.
وهذه المتطلبات والمقتضيات يتوجه البحث إلى دراستها، لتكون نتائجها حَكَماً بين قواعد المسؤولية السياسية، والقواعد التي أقرها دستور جمهورية العراق لعام 2005 وغيره من الدساتير محل البحث، للحكم على مدى تقيدها أو خروجها عن تلك القواعد الأصلية، وحجم الأثر الذي يترتب على عدم التقيد عن هذه القواعد، ومدى إنعكاسه على طبيعة النظام السياسي والعلاقة بين السلطات العامة فيه.
