يشكل هذا الكتاب دراسة انثروبولوجية حول (الرعاة المتنقلون) الذين يعيشون في إحدى زوايا شبه الجزيرة العربية ألا وهي (سلطنة عمان) ويسلط الضوء على أربعة قبائل من بين القبائل الرعوية في عُمان. وهي البارزة في هذا المكان، إما بسبب حجمها؛ أو الطبيعة المميزة للبيئة المناخية الملائمة لها، أو استجاباتها لما شهدته المئة عام الأخيرة من أحداث سياسية وقانونية، وهذه القبائل هي: (الوهيبة والدروع والجنبة والحراسيس).
يتحدث القسم الأول من الكتاب عن مرحلة أواخر السبعينيات من القرن الماضي، وتبدأ بوصول الخدمات الحكومية الى معظم المراكز الزراعية والدينية (الحضرية) في البلاد، واتخاذ القرار بإيجاد وسيلة لتقديم الخدمات الاجتماعية الأساسية لهؤلاء السكان الذين دأبهم التنقل والترحال من دون إلحاق الدمار بنمط حياتهم التقليدية؛ واشتراك "الثقافات" الثلاث (القبلة الرعوية المستهدفة بالتنمية؛ والهيئات الحكومية؛ وإحدى الهيئات الدولية للتنمية (برنامج الأمم المتحدة الانمائي UNDP) في عملية لا سبيل للتكهن بنتيجتها، والدور الذي يضطلع به الباحث في علم الانسان (الأنثروبولوجيا) مدير المشروع – أي (المؤلفة نور الضحى شطي) بوصفها وسيطاً، وناطقاً رسمياً، ومفسراً، وأخيراً: ناشطاً من أجل البرنامج والمجتمع الرعوي.
ويركز القسم الثاني من الكتاب على البدو أنفسهم: أسلوب تفاعلهم مع وجود هات خارجية وحكومية ومسؤولين آخرين؛ وتكيفهم مع ما طرأ على بيئتهم من تغيرات، سواء المخطط لها أم لا، وطرائق تلاؤمهم مع التغيرات التي طرأت على مجتمعهم خصوصاً.
