يعاني العاملون في مجال العلوم الإنسانية والاجتماعية من تشوش المفاهيم والمصطلحات التي لا يتفقون على معنى واحد لها، وبما أن لغة العلم لكي تؤدي إلى النتائج المطلوبة يجب أن تكون دقيقة ومضبوطة، عمد بعض المتخصصين في هذه العلوم إلى وضع معاجم وقواميس تعرف المصطلحات الأجنبية، بدقة وتبين مجال استخدامها بهدف فهم وتبسيط المعاني وتقريبها من ذهن القارئ.
حيث عمد مؤلف هذا المعجم إلى حصر المصطلحات المتعلقة بالتنمية الاجتماعية التي تشمل بمعناها الواسع رفع مستوى المعيشة والخدمات الصحية والوقائية والعلاجية والتكيف الاجتماعي والتربية وتنظيم أوقات الفراغ وتحسين ظروف المعيشة عن طريق جهود الهيئات الحكومية والأهلية. وقد تم اختيار المصطلحات على أساس الصفة الغالبة للمصطلح ومدى انتشار استخدامه. كما أضيفت لها المصطلحات الأساسية في العلوم الاجتماعية التي تتصل بالتنمية الاجتماعية. واستبعدت المصطلحات المتعلقة بمسائل العمل والإدارة والتنظيم والتربية والتعليم والإعلام.
وقد اتبع المؤلف منهجاً علمياً في إعداد المعجم حيث حصر المصطلحات من واقع المعاجم الأجنبية المتخصصة، وراعى في اختيارها أن يكون لها معنى خاص في العلوم المتصلة بالتنمية الاجتماعية، كما استبعد المصطلحات ذات الدلالة العامة ووضع لكل مصطلح مفهوم يحدد معناه بدقة، وتم ترتيب المعجم بحسب الحروف الأبجدية الإنجليزية.
