حرص القانون الدولي المعاصر على التأكيد على وجوب الأخذ بخيار السعي لحل الخلافات والمنازعات بالطرق السلمية. ومن البديهي أن وسائل التسوية السلمية للمنازعات الدولية ليست ثابتة، وإنما تتميز بكونها متعددة ويمكن اللجوء إليها لفض كافة المنازعات، صغيرة كانت أو كبيرة، خطيرة أو غير خطيرة، شريطة موافقة الدول المعنية على الوسيلة المستخدمة تطبيقاً لمبدأ السيادة بين الدول والمساواة فيها. ولقد سعى كثير من المنظمات الدولية التي تأخذ صفة الإقليمية إلى اتباع تلك الوسائل في مجال فض المنازعات التي تنشب بين الدول الأعضاء فيها، وإن تباينت في تحديد الوسائل التي تلجأ إليها تبعاً لطبيعة النزاع، وطبيعة العلاقة بين الدول أطراف النزاع، وطبيعة المنظمة ذاتها، وما إذا كانت تسعى لتحقيق الاندماج أو مجرد التنسيق والتعاون بين الأعضاء. ليس هذا فحسب، بل إن ثمة جهوداً تبذلها هذه المنظمات في سبيل تفعيل العمل المشترك فيما بين الدول الأعضاء فيها، باعتباره وسيلة من وسائل تدعيم علاقاتها وتحقيق أهداف المنظمة من جانب، وباعتباره عاملاً من عوامل تجنب المنازعات أو تسهيل تسويتها سلمياً من جانب آخر. وتسعى هذه الدراسة إلى استعراض هذه الآليات من خلال خمسة محاور، يتناول أولها آليات فض المنازعات في التكتلات الإقليمية بشكل عام، ويوضح الثاني آليات فض المنازعات في إطار مجلس التعاون لدول الخليج العربية، ويناقش الثالث آليات فض المنازعات في إطار الاتحاد الأوربي، ويتناول الرابع آليات فض المنازعات في إطار الاتحاد الأفريقي، على حين يتناول المحور الأخير آليات فض المنازعات في إطار جامعة الدول العربية.
