يعتبر العامل الأساسي لتقييم أداء أية منشأة إنتاجية، صناعية أو خدمية، هو جودة المنتجات، والإتجاه العالمي حالياً قائم على إستطلاع توقع المستهلك إتجاه المنتج أو الخدمة المقدمة، ويصاحب ذلك الإتجاه التأكد من فرضية التحسين المستمر continuous improvement للجودة بغية الإحتفاظ بالأداء الإقتصادي المتفوق.
ويعتبر علم الجودة (Quality) من العلوم الأسرع تطوراً في العقود الأخيرة حيث تم الإنتقال من مجرد التفتيش (Inspection) على المنتجات إلى مجموعة من النظم المتكاملة لقياس مستويات الجودة، حيث تم إيجاد مفهوم ضبط الجودة (QC) وهندسة الجودة (QE) وضمان الجودة (QA) والإدارة الشاملة للجودة (TQM) ونظم إدارة الجودة (QMS)، وغيرها.
ولعل التطور التكنولوجي في كافة المجالات أضفى طابعاً متميزاً لمفاهيم هندسة الجودة بكافة مسمياتها وأصبحت تلعب دوراً مميزاً في مجال المنافسة والتنافسية بين الصناعات اليابانية والأمريكية ودول أوروبا الغربية.
وكان الفضل للعالمين (Deming and Jouran) الأمريكيين في توظيف مفاهيم الجودة في الصناعات اليابانية حيث قفزت قفزة نوعية وأصبحت اليابان البلد المستورد لكل الخامات يملك ثاني إقتصاد في العالم في العقود الأخيرة من القرن الماضي.
إن علوم الجودة لم تعالج فقط المواصفات للمنتجات، بل ركزت على إدارة الجودة وأساليبها لتأمين الشروط المناسبة لإنتاج منتج جيد وبأقل التكاليف وذلك من خلال: 1-السعي الدائم لتلبية متطلبات المستهلك وتأمين ولاءه ورضاه، 2-التأهيل والتدريب للعاملين وضبط الموارد والعلاقة مع الموردين، 3-إشراك كافة العاملين في المنظمة لضمان الجودة، 4-تأمين الخدمات ما بعد عمليات البيع والتحسين المستمر والدائم.
