يمثل هذا الكتاب رصداً تحليلياً لأهم ملامح ظاهرة العولمة كما برزت من خلال ندوة "العرب والعولمة" التي عقدها مركز دراسات الوحدة العربية في بيروت بتاريخ 17-20 كانون الأول/ديسمبر 1997 بهدف توفير مادة علمية تتناول مجمل الأسئلة الإشكالية المتصلة بمفهوم العولمة، ومجمل ما يمكن أن تفرضه حقائقها على الوطن العربي من تحديات مصيرية.
هل يصح القول بأن العولمة تدفع العالم لأن يلج حقاً حقبة من التطور نوعية تمثل قطيعة مع سابقتها على صعيد المناهج والبرامج والآليات والمؤسسات؟ وما هو مصير السيادة والدولة الوطنية والاقتصاد الوطني والثقافة القومية واستقلال المجال السياسي لمجتمع من المجتمعات المغلوبة في المنافسة العالمية؟
إن القول بأن التحول الكوني مهول إلى هذا الحد هو، في حساب التحليل العلمي، محض فرضية تحتاج إلى إثبات حتى تستقر حقيقة. وهناك خلاف في أوساط المفكرين على مستوى العالم. فمنهم من يعتقد أنه من المبكر جداً الاطمئنان إلى حقيقة أننا على عتبة عالم جديد يشهد نهاية السيادة الوطنية في مجالات السياسة والاقتصاد والثقافة، ويذهب بعضهم إلى أن العولمة هي مجرد إفراز من إفرازات الدولة القومية في لحظة تضخم قوتها وفيضها على العالم، فيما يذهب آخرون إلى القطع بأن العولمة تشكل ايديولوجيا جديدة... هذا ما يحاول كتاب هذه الندوة الإجابة عنه.
