أمست الفدرالية اليوم واحدة من أهم وأبرز الوسائل الديمقراطية والحلول الناجعة للدول المتنوعة ثقافياً وقومياً ودينياً، وقد أثبت هذا الشكل من الحكم نجاحاً واضحاً في العديد من دول العالم:، بما يمثله من نظام متطور يضمن حقوق أطياف المجتمع كافة والإستجابة لمخاوفهم، مع إعطاء فسحة لها لإيجاد حلول للمشاكل التي تعاني منها.
وتعد دراسة بعض التجارب الفدرالية، التي طبقت في العديد من دول العالم، مسألة مهمة بالنسبة لأية دراسة ترغب في إستشراف مستقبل أي نظام فدرالي، لا سيما وأن التحليل الدقيق والموضوعي المستند على معطيات حقيقة لأسباب نجاح أو فشل أية تجربة، فضلاً عن تشخيص بعض الفروقات، تتطلب وضع خصوصية محددة للتجربة المراد بحثها، وعلى هذا الأساس فإن تجارب الدول الفدرالية تمثل أهمية مضاعفة لغرض وضع بعض الحلول المنطقية لتقويم التجربة الفدرالية الإتحادية في بلد حديث العهد بالفدرالية مثل العراق.
سنحاول في هذا الكتاب التعريف بالفدرالية كنظام للحكم يدفع بإتجاه إقامة علاقة متوازنة بين السلطات والحكومات الفدرالية (الإتحادية) والأقاليم أو المحافظات والولايات أو بين الأقاليم نفسها، ومن ثم دراسة تجارب عدد من الدول التي تتخذ الفدرالية كنظام حكم، وما الذي قدمه هذا النظام لإستقرارها وبقاؤها موحدة، وما الذي يمكن أن تستفاد منه التجربة العراقية في تطوير نظامها الفدرالي مع وضع رؤية مستقبلية لشكل هذا النظام، وما يمكن أن يؤول إليه مستقبلاً في ظل المعطيات التي سنقدمها في ثنايا الكتاب.
