تميزت إدارة الرئيس الأمريكى جورج بوش الأبن عن الإدارات التى أعقبت إنتهاء الحرب الباردة بأنها جاءت إلى السلطة وهى تحمل خططا متكاملة تخدم التوجه الإستراتيجى الذى اختارته لمستقبل الولايات المتحدة فى النظام الدولى، والمتمثل فى استراتيجية الزعامة العاملية.
وقد سنحت الفرصة التاريخية لتنفيذ تلك الإستراتيجية حينما تعرضت الأراضى الأمريكية لأعتداء خارجى فى سبتمبر 2001، فللمرة الأولى تمتلك إدارة أمريكية منذ انتهاء الحرب الباردة قبولا محليل ودوليا واسعا لأى سلوك تتخذه لرد العدوان الذى تعرضت له البلاد.
ولعل أخطر ما حملته الخطط الأمريكية الجديدة، هو حدوث تحول فى النظرة الأمريكية لكل من الصين، وروسيا، على نحو سلبى فبدلا من أن يزادا التعاون الأمريكى مع كلتا البلدين، أقله فى دائرة الحرب على الإرهاب وحل النزاعات الإقليمية، نجد أن الولايات المتحدة أصبحت تعتبر أن كلا من روسيا، والصين يشكلان خطرا على الأمن القومى الأمريكى، ومن ثم عملت الإدارة الأمريكية على إحتوائهما معا.
ولم تتأخر الردود الروسية والصينية كثيراً، فروسيا عادت لإنتهاج سياستها الاستراتيجية التقليدية القائمة على السعى لإحتواء محاولات التطويق، والحصار التى تتعرض لها، والعمل فى الوقت نفسه على توسيع نطاق نفوذها، أو بالأحرى استعادة هذا النفوذ، أما الصين فقد بدأت تترسخ لدى ساستها قناعة مفادها أن الولايات المتحدة بصورتها الراهنة أصبحت تشكل عائقا أمام طموحاتهم، إن لم تكن أكبر تهديد للصين، إذ هى ترفض أن ترى الصين دولة قوية كبيرة، وتنتهج نحوها استراتيجية "الشقاق والتغريب" والتذرع بحقوق الإنسان والقوميات والأديان وغيرها من المشكلات الأخرى لتقويض دعائم الإستقرار الداخلى.
