لَمْ نجد أمَّة من الأمم، ولا شعباً من الشُّعوب، رأى قِرَى الضَّيف واجباً، ومساواةَ الجار فريضةً، إلاَّ هذه الأمَّة من العَربَ، حتَّى صَرَّحوا بذلك في أشعارهم، ودوَّنوه في المأثور عنهم، وتساوى فيه موسرُهم ومعسرُهم، وغنيُّهم وفقيرُهم، هذا وهُمْ في الأكثر أهلُ جَدْبٍ وفاقَةٍ، وضيقٍ وعُسْرٍ، ونَصَبٍ في إْنتجاع الرِّزْق، وَكَدِّ التّعرّض للكسب، ثُمَّ بَلَغَ من حُبِّهم الجُود، وصبابتهم إلى جميل الذِّكر، أنْ سمحوا بنفوسهم، ورأوا البخل بها مذموماً، كالبخل بأموالهم.
ولَمْ نَرَ في الأمم، مَنْ ادِّعَى مثل هذه السّجيّة، ولا انْتسب إلى هذه الخَلّة، بل البخل عليهم غالب، وحُبُّ الغنى مركوزٌ في طباعهم، ليس عندهم في ذلك كبيرُ عارٍ، ولا يلحقون أنفسهم به منقصة.
وفي عهد الفتوحات الإسلاميَّة، دخلت بعض هذه الأمم مع أمّة العرب، فكانت فيه أحد صنفين: صنف داخل إلى قلبه الإسلام، والخُلُق العربي، فعاش به حميداً، ومات عليه، وصنف دخل فيه رَغْبَة في الغنيمة، أو رَهْبَة من الجِزْيَة والسَّيْف، فعاش بينهم على دينه وطبعه وخلقه وما تعوّد عليه.
ومع توالي الأيام، وطول العشرة، وضعْف الدِّين، ظهرت أخلاقهم الرَّذلة، وعاداتهم السّيئة على هذه الأمَّة، وكان البخل فيه أحد شرّ خصالها.
وقام الغيورون على الدِّين، والمروءة، من العلماء والشعراء والأدباء في ذمّ هذا الخلق، فدوّنوا لَهُ الكتب، وعقدوا فيه الفصول؛ وأفردوا له الأبواب، وكان لمعنى كتابنا هذا "لاَ ونَعَمْ" باباً أفردوه له، أوردوا فيه أشياء كثيرة من الأحاديث الشريفة، وفوائد العلم النبيهة، ومن فنونِ الآداب الغريبة، وملح الأخبار، ولطيف الأشعار.
وقد جمعتُ ما تناثر من أقوالهم، ورتّبتها، مقدّماً الأخبار النثرية، ثُمَّ الأشعار مقفّاة على حروف المعجم لتكون كفهرسة له.
