إننا حين ننظر إلى فترة ما بين الحربين فى الشرق الأوسط، فإنها تبدو لنا عصراً مضى وانقضى من حيث الكيف، وأن من الممكن أن نخضعها إلى أبسط الأحكام. ولكن المؤرخ الذى يسعى فى أن يعيد إلى كل فترة نبرتها ولونها المميزين، لا يجب أن يجرفه فيضان العواطف والأفكار، الذى يغرق الماضى شيئاً فشيئاً، من خلال تدفقه على الحاضر. إن مرحلة التطور الإستعمارى الذى بلغته مصر فى هذه الحقبة، كانت قد استغرقت حوالى جيلين، وكانت قد كيفت المواقف والعادات والأحكام. ولقد حوت هذه المرحلة كل القضايا الممكنة، بما فيها قضية التحرر. ولكن هذا التحرر كان لا يزال، حتى آخر هذه المرحلة، إمكانية واحتمالاً. ولم يكن الذى يقف فى طريق تحقيقه، هو عوائق الواقع أو مصالح الطبقات والأفراد فحسب، بل كانت تلك العوائق الأخرى أيضاً التى نتجت عن الإستمرار، مثل العادة والإحترام، بل والعقيدة- من بعض النواحى. بينما كانت العوامل التى فى صالح التحرر، هى تطلعات شعب بأسره، ومنطق التاريخ.0
