صدر هذا الكتاب عام 2005 عن جامعة برنستون وفاز بجائزة «الاختيار الواحد» بوصفه واحدًا من أفضل العناوين الأكاديمية الاستثنائية لعام 2005. تبع ذلك أن اختارته رابطة العلوم السياسية الأميركية لجائزة الكتاب الأول عام 2006، وحظي بمراجعات وتزكيات واسعة، من أبرزهم مؤرخ الأصول الأيديولوجية للإمبراطورية البريطانية ديڤيد ارميتاج وزميلته في هارفارد تشيلري ويلش المعنية بالإمبراطورية الفرنسية التي ارتبط اسمها بتوكفيل، وهو أحد من درستهم مؤلفة الكتاب. تصور بيتس في (عودة إلى الإمبراطورية) تحوّل الأفكار الليبرالية في أوروبا؛ في بريطانيا وفرنسا تحديدًا في القرن التاسع عشر، من الموقف المشكك في الإمبراطورية الإمبريالية التوسعية إلى دعمها. نقد آدم سميث وجيرمي بينثام الفكر الإمبراطوري بوصفه ظالمًا وجائرًا بحق الشعوب المغزوة سياسيًا واقتصاديًا، إلا أنه ومع منتصف القرن التاسع عشر تحوّل جلّ رموز الفكر الليبرالي في بريطانيا وفرنسا إلى مناصرة متحمسة بل ومتعصبة للغزو الأوروبي لشعوب الكوكب وتبريره، يتجلّى هذا في جون ستورات ميل، كما في آرائه العنصرية في حالة الاستعمار الهندي وكثير مما كتب، وفي فرنسا يبرز أليكسيس دو توكفيل الذي بارك الغزو الفرنسي للجزائر كونه «تجربة سياسية قد تضفي الثقة والبهجة على الجمهور الفرنسي الضعيف». ترى المؤلفة أن النخب الأوروبية عانت تورمًا في ثقتها بالتفرّد الحضاري وغطرسة تجاه ما هو ليس «غرب أوروبي»، فشرق أوروبا وبقية الأمم «ليست ناضجة»، وقد تجاوزت تجليتات الفوقية الحضارية اللاتسامح مع ثقافات أخرى، إلى التخوف من خطر الديموقراطية على أوروبا نفسها. عبّر توكفيل بصراحة وتأثير عن الخوف من أن نشر الثقافة السياسية والاجتماعية الديموقراطية قد يتسبب في التنازل عن قيم أخرى، من ضمنها وأهمها الحرية التي يؤمن بأنها من السِمات الأرستقراطية ومن الصعب تكرارها تحت حالة المساواة. يقع هذا الكتاب في ثمانية فصول ناقشت بيتس فيها، بأسلوب نقدي ساخر، آراء وأفكار عدد من أبرز المفكرين. يعد هذا الكتاب، بحسب برنستون، تقييمًا سرديًا للفكر السياسي الحديث والعدالة الدولية ومنظورًا للنقاشات المستمرة حول الإمبراطورية والاستعمار والتدخل والالتزامات السياسية.
