هذا الكتاب بمثابة محاولة للإجابة علي السؤالين الأساسيين اللذين يشغلان، اليوم ومنذ سنين، جماهير الشعب بداية بعناصره وأقسامه الأكثر إهتماما ووعيا واستعدادا للنضال من أجل الخروج بمصر وشعبها من أزمتها العامة المزمنة... السؤال الأول هو "سؤال ما الحل؟ لتري فيه جماهير الشعب مصالحها وحقوقها الأساسية علي الأقل من جهة، ولتري توجها واضحا لحماية وتحقيق المصالح الوطنية والقومية من جهة أخري". فليس صحيحا ما يروجه البعض من أن تحقيق هذه الحقوق والمصالح ممكن بمعزل عن العمل لتحقيق المصالح الوطنية المصرية وعن الحفاظ علي روابط مصر التاريخية والاستراتيجية والثقافية والسياسية بشعوب الأمة العربية الأخرى وفى القلب منها فلسطين المحتلة، بل وليس صحيحا أيضا أن جماهير شعبنا البسيطة لم يعد يعنيها إلا قوتها اليومى أو احتياجاتها الاستهلاكية...
أما السؤال الثانى فهو "سؤال ما العمل؟ لوضع هذا الحل موضع التنفيذ؟"، لتعرف الطليعة الواعية والمناضلة وجماهير الشعب الأنشطة المطلوبة المتعددة بالضرورة والمترابطة وأشكال التنظيم والحركة أساليب النضال والعمل اللازم لتحقيق إقتناع الجماهير المتنامى والمتعمق بالحل المنشود والتفافها حوله، أى بالبديل الضرورى للوضع القائم سياسيا واقتصاديا وثقافيا، ولتنظيم الجماهير في النضال لوضعه موضع التنفيذ. وهو ما ينبغى أن يوضع فى إطار خطة رئيسية تنسق وتوحد مجرى كل الأنشطة تجاه الهدف المنشود وخطط فرعية لكل نشاط ومجال...
