لعل العالم العربي الذى ظل ينظر إلى الأمم المتحدة بالمزيد من الأمل قد داخله شك كبير فى أن الأمم المتحدة قد ألحقت به مظالم فادحة وفرضت عليه نمطاً متميزاً من الشرعية الدولية لاعتبارات سياسية تتصادم بوضوح مع الاعتبارات القانونية بينما وقفت هذه المنظمة العالمية عاجزة مطبقا أمام شرعيات قانونية أخرى مثل البوسنة والصراع العربي الإسرائيلي.
وقد عالجت الموضوع فى أربعة فصول: أولها جعلته لدراسة أبعاد العلاقة بين الأمم المتحدة والعالم العربي، وانشغل الفصل الثانى ببحث نظام الجزاءات فى الميثاق. أما الفصلان الثالث والرابع فيحللان على على التوالي قضية الخليج ولوكربي متوخيا فى ذلك البحث القانوني قدر الإمكان ومتجنبا الجوانب السياسية لهذه القضايا رغم أهميتها البالغة فى إدراك مدلول هذه القضايا وابعادها.
