يهدف هذا الكتاب إلى تقديم بعض خصائص الفكر القانوني والسياسي واتجاهاته في القرآن الكريم، وقد اقتصرت الدراسة على الفكر القانوني والسياسي في القرآن الكريم وليس في الإسلام أو الشريعة الإسلامية أو الفكر القانوني والسياسي الإسلامي، وتحررت من الاستطرادات التاريخية والمرجعية والاستشهادات القرآنية المكثفة، حتى لا يزدحم المقام بنصوص الذكر الحكيم ويطغى على الجهد العملي في هذه الدراسة، لأن الدراسة عمدت إلى استقراء النص، وغايتها الفكر الذي يشع به هذا النص، ولذلك أوردنا ما يلزم من نصوص تؤكد المعنى دون إسراف في تخريج المعاني أو الاجتهاد، هي أيضًا تجاور أحكام الشريعة في المعاملات القانونية والسياسية، وتلقي بها عرضًا أحيانًا، وقصد ذلك عمدًا حتى تستطيع الدراسة أن تضيف إلى هذا الباب دون الغوص في مذاهب الأئمة والتفاسير المختلفة في القرآن، واقتصار الدراسة على القرآن الكريم لم تغفل علاقة القرآن بالسنة المطهرة والدور التشريعي للرسول الكريم، ولكننا في نطاق أهداف الدراسة لم نجد ضرورة لربط الأحكام بما يدعهما من السنة مرة أخرى حتى لا يكون التركيز على النص القرآني دون أن نغفل عن حقيقة العلاقة الحميمية بين القرآن والسنة.
